It would seem that it has been a while since I have been to the main boardwalk at Lonsdale Quay. Last time I was there I don’t recall seeing these Love Locks on the fences around the fountain in the middle of the quay. So based on the dates on the locks, it was around 2016 or 2017 the last time I was there, or at least that was the oldest date I could find :)
